The Nagios documentation points you at some perl modules for that.  The
developer stopped working on them quite a while ago. Yahoo has since
twice changed the authentication mechanism.  Nobody has fixed the perl
module.

Most mobile phone companies provide and e-mail or web gateway for
sending SMS.  You'll have to read the documentation they provide.
Alternatively get a Nokia SMS modem and drive it with something like
smstools.
