The dhcp-server doesn't respond.
Is it using MAC-address based assigning of IP-addresses? If so, is the
nagios server among the nodes that can obtain one?
If that checks out, run ethereal or some such at the windows host to
make sure it receives the packets and sends something back on the wire.
