nagios 2.5 reload problem

hi,

i have a problem with nagios reload (version 2.5).
the nagios reload procedure is using 

kill -HUB process-id

moretimes it works, but sometimes the nagios process
is only killed not reloaded and nagios is not running!

is it a nagios bug ?
