Handy tip for distinguishing power from prover outages or frivolous rubbish ?

Dear Folks,

This may be useless to most but it meets a need for us that others may have.

We buy 'data carriage' from an unreliable carrier in locations where
both power and data services often fail (so badly that even the local
gambling den has all the lights go out in their slot machines).

To help us determine whether a failure is flaky power or flaky
provider, we have an event handler that

1 looks up the FAX number corresp to the host_name (in a DB)

2 forks a process to dial the FAX and if it fails to connect, submits
a passive service check result that power is off at the site.

(The production incarnation is not complete yet so the first cut will
only send an SMS with the FAX number to the on call number so they can
dial it manually).

Lastly, calling the FAX is a well known way of checking power if you
don't have out of band management (hint, it is nice to have). Having
Nagios call it reduces considerably the burden of reacting to alerts
especially with providers that have a huge number of hoops to jump
through before the SLA clock starts to tick.
