enabling external commands

Hi all,

I hope someone can help me with a very puzzling problem.  I am trying to
enable external commands so that I can temporarily disable notifications
of a known problem.  

I have the following setup in my configuration file:


check_external_commands=1
command_check_interval=1
command_file=/var/log/nagios/rw/nagios.cmd

However, everytime i want to use the disable command, I get the
message :

Sorry, but Nagios is currently not checking for external commands, so
your command will not be committed!

I am guessing that I probably have a file permission/selinux context
issue somewhere but I am having difficulty tracking this down.  

Can anyone provide some clues as to what files i can look at ?  

How does the cgi determine that I am do not have access to external
commands ?
