web-based configuration interfaces for nagios

I'm current migrating a nagios system I originally set up over three
years ago to a new server with the latest version of nagios. The
current system has around 140 host entries and is running over 1000
service checks and is linked with apan for graphing performance data.
What I'd *like* is to have a web-based interface for adding hosts to
the new system with a sort of inheritance-based system for templating
so that I can create objects along the lines of:
"A" is a basic server with
a set of service checks that apply
a set of dependencies between service checks
a set of external links to apan (or some other graphing tool)
"B" is a server of type "A" in datacentre 1
inheriting all of the configuration for "A"
plus an additional set of service checks
plus an additional set of dependencies
etc...
"C" is a server of type "B" that is a webserver
inheriting all of the configuration for "B"
plus an additional set of service checks
plus an additional set of dependencies
etc...
"X" is an instance of server type "C"
inheriting all of the configation for "C"
plus some host-specific config.
"Y" is an instance of server type "C"
inheriting all of the configation for "C"
plus some host-specific config.
Do any of the existing web-based configuration tools support this sort
of system? Are there any in active development that come close and
might be modified to suit? (Language is mostly irrelevant -- perl,
PHP, C(++), Java, python -- if I can't already code in it, I'll learn,
though I might draw the line at VB :))
