We have no such restrictions and are willing to help with related third
party software if we know how but you haven't mentioned what MTA you're
using so we can't tell you what you need to change. Is it Postfix,
Sendmail, UberCoolMailer or something else?

Most MTA's are configured out-of-the-box to be able to send to worldwide
addresses. What's been changed to restrict that? Is it firewalled in
such a way that it can't directly communicate outside your network? If
you're going to go with smarthosting then it's probably a moot point but
it may be useful to know if there really is a restriction as if there
isn't then the MTA may be broken in other ways.
