This is the path from your browsers perspective, not the filesystem.
Typically it's just '/nagios'. Try that.
There is also a discrepancy here with your httpd.conf. In there you've
specified the nagios location on the filesystem to be /usr/local/nagios
but here you're intimating that it's /www/htdocs/nagios. Where did you
actually install it? /usr/local/nagios is normal for a tarball install.
