NSCA - Connection refused

The key is to find the reason for the refusal. As you seem to know the
time at which it occurs it should be possible to read all the logs and see
what happens around that time.

Check you logs of nagios, ncsa, os on both systems, firewall/router/....

The thruth is out there. But as you are the one with access to these logs
you have to go through them and tell us which entries strike you as odd.
