Notification commands

Hi,
we have two notification methods: by email and by SMS. I would like to
specify different methods for different services, e.g. just send an
email if service X is critical, but send an email and an SMS if service
Y is critical.
The problem is that the notification command has to be configured on a
per user basis, not on services.
Do I really have to configure each administrator twice, once for email
and once for SMS, and then create two contact groups, one admin-email
and one admin-sms to achieve my goal?
