Host notifications and parents

Nagios should normally function as you describe.  Starting from an ALL-OK
state, when a parent goes down, the children will be marked unreachable and
a host down notification is emitted for the parent.

However, if a child was already down and notifying (but the parent was up),
the child will not stop notifying if the parent later goes down as well.
