Reverse service in Windows

There's a check command which can check a service via SNMP. (Nagios
Exchange)
You can specify the name of the service and the number of services you
expect to see running with that name, in your case that would be zero.

	OK I am relatively new to NAGIOS, but I haven't been able to
find an answer to my issue. I would like to monitor a Windows 2003
service that is normally not running and I would like to be notified
