If it's for a host notification, then it needs to be $HOSTSTATE$, not
$SERVICESTATE$.  Try it and see if you get any info:

$NOTIFICATIONTYPE$: $HOSTNAME$ ($HOSTADDRESS$) ist $HOSTSTATE$
