question on how NSClient++ works

yes, you need to install plugins on the windows machine running nsclient++.
http://nagiospluginsnt.getproactivenow.com (shameless plug)
check_nrpe queries nsclient++ which runs the appropriate plugin and returns the
results to nagios.
