External Commands not working

My external commands are not working. Can someone provide assistance?
Below is some of my cgi.cfg info:
cgi.cfg
nagios_check_command=/usr/local/nagios/libexec/check_nagios
/usr/local/nagios/var/status.dat 5 '/usr/local/nagios/bin/nagios'
use_authentication=1
authorized_for_system_commands=nagiosadmin
And my nagios.cfg is set to check for external commands.
Also, I have in my httpd.conf file:
ScriptAlias /nagios/cgi-bin "/usr/local/nagios/sbin"
<Directory "/usr/local/nagios/sbin">

AllowOverride AuthConfig
