Getting too many Nagios notifications

How are your host checks configured?  If you have host checks enabled
and a valid host check configured, Nagios will run it as soon as any
service goes into a non-OK state. Usually this would prevent any service
alerts from going out if the host is completely down.

It sounds like you may just need to tweak your host checks.
