Smart UPS SNMP?

Have you tried running it as the nagios user?

Have you double checked your checkcommand is using the right macros 
$HOSTADDRESS$ and the the ip address of the apc ups host is correct?

Perhaps nagios is using -H $HOSTADDRESS$ which is not the same as -H 
hostname?
