reinstall nagios plugin but it is giving me following error

I am using Ubuntu , and ssl dev package is already installed.

Which flavour of linux are you using?  If you are using Debian (or
Debian derivatives), you will probably need to install libssl-dev
before you can recompile correctly, just having ssl installed is not
enough.
