You are going to need to install the GD development libraries.  If you  
look at the Nagios 3 Quickstart Guides they should point you to the  
right direction.

Basic Nagios 3 dependancies are Apache, GCC compiler and development  
libraries, and GD development libraries.  For example the packages for  
fedora are httpd, gcc, glibc, glibc-common, gd, gd-devel.
