Moving apache authentication to ssl.conf

Hi all,
I've spent a while searching for this via the almighty Google, but
either this isn't possible (I don't find this likely), or I'm using the
wrong search terms.
I moved the authentication parameters from the .htaccess file and
placed them into the ssl.conf file for apache. Primary reason is to
remain consistent with other installed apps. At any rate,
authentication itself is working. I can enter my username and password
and I am authenticated. However, nagios complains that I don't have
permission to view information. Since this worked previously, and I
merely moved the authentication parameters to another file, I expected
this to continue working.
Any idea how I can resolve this? I've removed authentication in
cgi.cfg for the time being, but I'd like to re-enable it.
