Change max_concurrent_checks for a service?

It isn't, and probably never will be.

Well, if you want to do a hard test on available bandwidth you really
have to send a lot of data. Contaminating the result of one test with
data from other tests running at the same time makes this particular
test completely useless.

So either scrap that check, make it non-parallellizable, or just live
with the fact that the results of it may be contaminated.
