It's a compile-time option --
$ ./configure --help
`configure' configures this package to adapt to many kinds of systems.
Usage: ./configure [OPTION]... [VAR=VALUE]...
{snip}
--with-cgiurl=<local-url> sets URL for cgi programs (do not use a trailing slash)
--with-htmurl=<local-url> sets URL for public html
I expect you previously used '--with-htmurl= --with-cgiurl=/cgi-bin' for your old install.
