Restrict user only to enable/disable checks

Hi list,
I'm looking for a way to allow users do pretty much everything
of the host and service commands except enabling & disabling them.
I
believe these are
cmd_typ=16 (for all services on the host)
cmd_typ=4
(for the host check)
cmd_typ=6 (for a service check)
There are a couple
of things which come to my mind such as mod_security, or some other apache
level restricting stuff.
Has anyone experience in setting up something
like this?
It would be helpfull if people see a helpfull message saying,
you're not allowed to execute this command, so they don't think the
application isn't working.
What are your thoughts?
