A question on nagios group nagcmd

What "regular" user?  nagios?

Because really, from your description above, both "nagios" and
"wwwrun" users should be daemon users, so you should be able to
have them in the same file and avoid the problem.

After all, the nagios user is the one that Nagios daemon will be
running as...
