check_procs --metric=CPU with multiple CPUs

I have a Ubuntu server with multiple CPUs and a process which is spread
across a few CPUs.
When I watch top, I see the %CPU bouncing between 100 and 300 for that
process. However, I have the warn set for 85% and it’s not warning:
check_procs -a '-w 85 -c 95 --metric=CPU -v'
If I drop the warn level to 75% it does warn.
How is the warn|critical level determined in a multi-CPU environment?
