Nothing finding enable_notifications
It is a strange behaviour
I put use_retained_program_state=0 and
everything start work properly, but now I reset it to 1 , and still work
properly !
I set enable_notifications=0 or enable_notifications=1 and everytime a
reload the conf , I see the Nagios panel change
.
I cant understand why .. I am sure than before nothing was changed when I
modify the enable_notifications variable.

You could have some messages still in the queue of your MTA .
grep enable_notifications <path>/objects.cache
