This may sound strange, but have you had an "host outage" yet? Check the availibility status off a hosts that you know has been down(Hard state, host down), does it give the same results? Change the First assumed host state: to UP.. Remember, hosts are only checked when a service fails, (ie hosts are rarely checked).
