nagios is confused - database problem?

I have seen this issue - but it was not a problem with Nagios.
the behaviour I observed was:
the service is NON OK (Soft state) on Web interface shows a warning or critical
but the retry_check_interval causes it to recheck before the new page
is opened in the browser.
so when you switch to the details of the service it looks like the
service is up,
Make sure to double check the "last check Time" because they should be
different.
there are several other values you can check as well like the last
state change, Duration etc...
Also double check the Event Log under reporting of the web interface
to verify if it is a glitch or if the services are temporarily going
down.
I hope I understood your problem correctly and this is helpful,
Good luck
Tony
