Agreed. Try the other packages first......Network/Server monitoring is
an art of understanding systems and knowing what needs to be monitored.
If a package is easy out of the box, it more than likely isn't doing
what you wish it would do and will require much more time to configure.
A decent UNIX admin can easily script the Nagios configuration on first
load, as long as they have read the documentation and understand how
Nagios works and understand network monitoring protocols and such.....as
any sane admin would do.

I'm not going to blast you for it, but your statement lacks reality.
Time is the problem?
Try setting up Tivoli or OpenView, then come back and tell us all how
much time or money you saved setting those up.
My last company spent over $1MM and 6 months on consulting to get
OpenView running, and it still wasn't producing the results they wanted
yet.
Truth is, network monitoring tools are NOT easy or fast to set up if you
want them to be useful. None of them that are worth deploying anyway.
