The output from configure tries to give pointers - it is worth reading.
Also, I recommend the REQUIREMENTS file which tries to address this very
question, at least in a general way. It is part of the tar file you
dawnloaded.
You need the postgresql development libraries. In Red Hat linux, the
postgresql-devel RPM. But I can't be any more specific than that because I
don't know what OS you are running, or if you even has postgresql installed
at all.
