Still pondering apache and perl issues with Nagios

I posted a question around the use of mod_perl in my Apache config and I
thank all of those who have answered.  However, I still havent been able
to solve the problem.  Taking another look, Im even seeing my perl
interpeter have issues with the .cgi files themselves, wheres previously
i was assuming it was apache.  
 
perl -c avail.cgi 
Unrecognized character \x7F at avail.cgi line 1. 
 
Is this normal behavior?
